Prime Minister Mykola Azarov instructed the Culture Ministry and the Justice Ministry to develop changes in the legislation regarding the unconditional moratorium on construction in the territories of the World Heritage sites. 

"I insist on involvement of the public into consideration of scientific and design documentation for the preservation of the sites. I propose to create the supervisory boards of the outstanding monuments of historical and cultural heritage and to introduce a permanent independent monitoring of their condition," Azarov said at the Cabinet’s meeting, ForUm correspondent reports.

"We are to determine the concept and priorities of protection of the cultural and historical heritage, to provide a special resource base for the continuous conduct of this case, virtually unite efforts of the state and the public, raise charity and voluntary initiative," he said.

PM defined the Culture Ministry and the Regional Development Ministry as responsible parties. "We need as soon as possible to speed up work on the development and amendments to general plans of settlements of Ukraine, where the UNESCO World Heritage sites are located, with the definition of the relevant security (buffer) zones and modes of use of World Heritage sites in the context of a specific urban environment," Azarov said.
