Ukrainian Prime Minister Mykola Azarov has instructed ministers to deal with the facts of nonpayment of salaries, Prime Minister Mykola Azarov said at the Cabinet’s meeting, ForUm correspondent reports.

The Prime Minister considers the situation unacceptable. "First, because it is used for political speculation and aggravation of the situation. Second, specific problems are solved with responsible attitude only. I instruct the finance minister and social policy and labor minister to hold tomorrow all-Ukrainian conference call with all the leaders of the regions. We need to find the causes of individual cases of nonpayment in each case," he said.
 
In addition, the Prime Minister instructed to provide financial assistance in cases if it is objectively necessary. "But I demand to ask regional leaders how the budget has been used in the last months... There are cases when some officials expect the government to help with salaries and spend financial resources not on priority objectives," he said, adding that payment of salaries and social payments have to be in first place.

"We checked the signals, messages of non-payment, however in each of the tested regions unallocated funds on the accounts are larger than the debt. Additional resources, provided from the state budget, were spent not for salaries but other expenses in last month," Azarov said.

The PM said that repair of schools and kindergartens is important, but the salaries to state employees should be paid first. "Today we will take a decision on the allocation of additional funds to pay salaries. So that everyone can be sure - we will meet New Year holidays with good humor and optimism. I wish that to all Ukrainians," Azarov summed up.
