The President of Ukraine Viktor Yanukovych instructed to establish a working group to prepare the annual address of the President to the Verkhovna Rada of Ukraine on the domestic and external situations of Ukraine. The order was posted on the official website of the Head of State said.
"The working group is being established to ensure the preparation of the annual messages of the President of Ukraine to the Verkhovna Rada of Ukraine on the domestic and external situations of Ukraine," the document says.
The head of the Presidential Administration Serhiy Lyovochkin will chair the working group of the preparation of the President annual messages.
The director of the National Institute for Strategic Studies Andriy Ermolaev will deal with the methodological and scientific support for the messages’ preparation.
In addition, the provision of statistical information necessary for the preparation of the messages is entrusted to the chairman of the State Statistics Service of Ukraine Oleksandr Osaulenko.
According to the order, the working group should develop and submit a structure draft for the message till September 15 prior the year of declaring the message of President of Ukraine, while the draft message till February 1, when the President will address with this message.
The head of the working group is allowed to make changes to its personal staff and if it is necessary to involve the representatives of the executive bodies, the scientific institutions, the local and foreign scientists and independent experts in the working process.
