Today Alexander Moroz, the chairman of the VR, has no right to sign the law on changes introduction in the budget of current year which provides increase of salaries and pensions to state employees. The speaker told that in the VR, ForUm's correspondent reported.
"I’d be willing to sign and publish this law, but I have no right according to the present Constitution. We submit proposals to the Constitution which simplify the procedure of publication of such laws,” Moroz noted.
He added that according to the present Constitution if in 15 days after adoption of the given law the President imposes veto, not having submitted proposals and remarks to this law, the law will be published by the President’s signature. If in 10 days after the presidential overridden veto, the President does not sign this law, it will be published by the speaker signature.
