Serhiy Holovaty, a Vice-President of the Parliamentary Assembly of the Council of Europe, considers PACE may enter the post-monitoring phase regarding Ukraine not before October, 2007. He revealed Monday at a press conference of Ukrainian delegation in PACE.

He outlined that the monitoring will not be lifted before this period. Taking into account the experience of the previous years, PACE usually considers neither such issues nor more than twice a year. He drew the attention that PACE imposed on Ukraine new obligations to adopt the Act on the President, on the Cabinet, on Parliamentary Temporary Committees of Inquiry and others.

Commenting on Ukraine’s obligations, PACE Vice-President Holovaty stated the country is ineffectively implementing them even making some mistakes. The recent changes of the Constitution granting the Prosecutor General total control over the implementation of the legislation is an example of this. PACE categorically opposes such changes.

Moreover, PACE may impose punitive measures on Ukrainian delegation as a result of non-complaints to decisions of the European Court on Human Rights.
