Work of the Parliament can be unblocked, if parliamentarians sign a memorandum, leader of the Party of Regions faction Oleksandr Yefremov told a press briefing after the next round of talks, ForUm correspondent reports.

In particular, Yefremov noted that the Party of Regions has worked out the proposals on personal responsibility of faction leaders for personal voting, on the new legislation providing for the personal voting, including the amendments to the Constitution or the activation of a completely new voting system.

According to him, the Party of Regions continues insisting on necessity to vote "For", "Against" or "Abstain". If the MP does not vote, he does not have to be paid for that day.

The head of the faction said that the personal presence of each deputy at the plenary sitting was discussed during the talks.

"It is very difficult to make each deputy be present at the workplace during the day. Then no one has to go on business trips or meet with journalists. This can be done, but it will cause a lot of difficulties. Moreover, it is unlikely to give results," he said, adding "it would be logical to move to the previous system of voting, when all work on the laws and gather only to make a decision on them".

Yefremov noted that the Batkivshchyna faction leader Arseniy Yatsenyuk suggested using 2 +2 system, that is to vote on Tuesday and Thursday, and work upon legislation during the other working days.

"We agreed that we will meet again and will discuss the points and suggestions voiced by the colleagues. Then, we’ll systematize them and reach an agreement. Otherwise the situation turns into a grotesque, when the reason for blocking is not clear, but the parliament is blocked," he said, adding that the next talks will be held in the office of the speaker Volodymyr Rybak at 13.00".
