One girl was killed and other 10 people were injured as a driver who used psychoactive substances crashed into a crowd enjoying public festivity of Old New Year on one of the squares of the Ukrainian city of Luhansk, a police spokesman said on Saturday.

At today's press conference, head of health department of Luhansk region Pavlo Malysh informed that the local budget of the region allocated 100 thousand hryvnias for medical assistance to the victims.

"The number of victims has not changed and still makes 11 people. One girl died, and two other victims are in grave conditions - they have undergone a brain surgery. A medical examination has showed that the driver was on psychoactive drug, but we still don't know which one,” Malysh said adding the driver is on file in a drug abuse clinic.

A criminal case was opened against the driver. He may be put behind bars for up to eight years. In an extended press release Lugansk traffic police said that the man was stripped of his driving license on December 1, 2011.

In addition, the official drew attention to the fact that some girl is collecting money for victims of the accident using mass media and social blogs. "I have contacted her by the phone number she provided in Internet. It turns out that the girl is from Slaviansk, Donetsk region, and has nothing to do with the accident. I would appeal to the law enforcement bodies on the fact that some person wants to make money out of the tragedy in Luhansk," he said.
