The Venice Commission considers that the law "On national referendum" does not fully comply with international standards, a public statement reads on website of the Venice Commission about its official position on the referendum law adopted by the Parliament in November 2012.

The document notes that the referendum law does not provide for any fuses on the possibility of holding a referendum for on people's initiative on issues that, according to the Constitution may be initiated only by the President or Parliament, for example, the appointment or dismissal of senior officials.

In addition, the document draws attention to the complexity of the text of the law, which contains a lot of technical details that may confuse both election commission members and voters.
