The State Statistics Service of Ukraine published data on the status and trends of household utility bill arrears in 2013, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

From January to December 2013, the population of the country paid 38.4 billion UAH for utility bills, which is 99.0% of the amount billed for the period.
In reviewing utility bill payment statistics in 2013, experts note two main periods with opposite trends. Thus, from January to August there was an increase in current utility bill payments and reduction of arrears of previous periods. As of 01/09/2013, since the beginning of 2013, 106.3% of the billed amounts were paid, including 109.4 % in August. 

However, since the beginning of autumn, with growing political crisis, the payment discipline to slide, and in December just 86.5% of the billed amounts were paid.

At the same time, experts note that delinquent utility bills fell by 130.6 million UAH by the end of 2013. This was achieved at the expense of debt relief of the prior periods, adjustments or conversion of arrears.

It should be noted that the total amount of arrears does not include debt of the population to bankrupt enterprises (organizations, institutions) and businesses that terminated their operations, including those against whom bankruptcy proceedings were started. At the end of December 2013, 2,144 enterprises like that were on record. The total amount of household debt to them was 941.2 million UAH.

Experts point out that in the context of a general decline in utility bill payment discipline, the situation is not uniform across the country.
