Ukraine has been successfully implementing an affordable housing program. Since early 2014, the State Mortgage Institution (SMI) has refinanced nearly 30 mortgage loans for about 6 million UAH, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

According to Valentine Rybachuk, Head of SMI, in the last week alone, the department approved 20 mortgage refinancing applications, and issued 4 million UAH for these purposes. For comparison, in December (a normal peak for applications), 40 loans for 11.8 million UAH were refinanced. In 2013, the State Mortgage Institution refinanced 603 mortgage loans for over 145.2 million UAH.

In total, over 1 billion UAH have been granted since 2011, during the program of issuing funds for completion of construction of residential objects.
"Traditionally, the majority of buildings were funded by the SMI in Kyiv and Kyiv region (22 buildings – 500.000 m2 of housing); second place is taken by Kharkiv region (5 buildings – 58.000 m2); and third place – by Donetsk region (3 buildings – 42.000 m2). In total, the SMI issued over 1 billion UAH for completion of residential buildings," Rybachuk said. 

By the end of 2014, the department will complete and commission 17 additional apartment buildings; by the end of last year, half of planned 35 buildings was actually prepared for commissioning. Let us remind that, in 2014, the joint Ukrainian-Chinese program on state lease of housing will be started (3% per annum, followed by right of purchase). According to Gennady Temnik, Minister of Regional Development, Construction, and Housing-Communal Services, the program will be supported by 18 billion USD. According to expert estimates, this amount can build about 18 million m2 of social housing. In 2013, Ukraine completed about 11 million m2 of residential space.
