In order to provide access to construction or housing for people who need better living conditions but don't have or lost the right to public housing, the Cabinet of Ministers has submitted to the Verkhovna Rada a bill "On providing citizens with affordable housing," Tymoshenko's official web-site reported.
The draft law defines the term "affordable housing" and requirements for such housing. The document is aimed at ensuring the realization of the constitutional right of Ukrainian citizens to housing by building affordable housing that people on the housing queue who don’t have high earnings can afford by providing them with public assistance.
As indicated in the draft law, government support for the construction (purchase) of affordable housing is provided through existing mechanisms for financing housing at the expense of citizens and the state and introducing additional mechanisms to provide citizens with state support for construction (purchase) of affordable housing, namely: payment by the state of part of the cost of construction (purchase) of affordable housing, providing preferential mortgage loans, state premiums for the accumulation of housing construction savings for the down payment on mortgage loans.
Therefore, the payment of part of the cost of construction of affordable housing or state premiums for the accumulation of savings for the down payment is made if the individual has a certificate for the right to state support.
To prevent abuse, the bill calls for:
- creation of an automated system for the collection, storage, accounting and provision of information about people who are eligible for affordable housing and state support, and maintenance of a single state register of citizens eligible for affordable housing;
- introduction of certificates for the right to state support, which is a document of strict accountability, form, procedure for issuing, recording and treatment which is determined by the Cabinet of Ministers;
- requirement to qualify for public support for the construction (purchase) of affordable housing to be that a person’s average monthly gross income does not exceed four times the average monthly wage in the region.
The increase in housing construction will help to improve the socioeconomic development of the country, as the construction of housing stimulates the development of related industries and improves overall living standards.
