President of Ukraine Victor Yushchenko is presiding over a meeting on urgent measures to reform the municipal economy in Ukraine, the press office reports.

Architecture Minister Pavlo Kachur, First Vice Premier Stanislav Stashevsky, and First Deputy Chief-of-Staff Ivan Vasyunyk are present at the meeting.

First, Mr. Kachur presented a concept formulated by his ministry. It spells out all necessary measures to reform the sector. The President described it as a “document with a very clear calendar schedule.” He said municipal services should be affordable for all and remarked that municipal reforms thereby affected the whole society.

“The professional analysis shows we need deep structural changes in the sector of municipal services. Cosmetic treatment will not help,” he opined.

The Head of State believes the existing municipal management model “cannot function effectively because it is based on wrong rules.” He added that we should introduce market principles to improve quality of services and then urged those present not to politicize the reform but study the issue professionally.
