In 2014 the top priority for State Administration of Railroad Transport of Ukraine (UZ) is to upgrade the locomotive fleet, including purchase of 59 freight locomotives. This is the largest number of locomotives to be purchased by UZ during one year since inception, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

Most of the locomotives will be manufactured by Luganskteplovoz (Lugansk Locomotive Factory), the largest manufacturer of traction rolling stock in Ukraine and Eastern Europe. In total, in accordance with the contract with Luganskteplovoz  through 2016, the UZ will get 300 electric freight locomotives for over 12 billion UAH.

In fact, the contract stipulates that locomotive systems, components and assemblies should be supplied by Ukrainian companies as much as possible. Localization of production in 2014 is 30-40%, and by 2015 it should reach about 80%.

Also, UZ continues cooperation with Skoda Transportation (Czech Republic) to launch production of modern electric locomotives in Zaporizhzhia (investment in construction and production equipment will be over 1 billion UAH). It is planned that the shop to produce electric locomotives will be built at the Zaporizhzhya electric locomotive plant in 2014. It is expected that 350 Ukrainian experts should be involved in manufacturing dual-voltage electric locomotives at the joint Ukrainian-Czech company in 2015.
