Constitutional reform should be carried out by adoption of the law but not the act as the opposition proposed, head of the Verkhovna Rada of Ukraine Volodymyr Rybak told a briefing, ForUm correspondent reports.

"There must be a law, it must be considered by experts and committees," he said. 

At the same time, according to Rybak, the opposition has not yet registered an initiative to adopt the act on return to the Constitution of 2004.

In turn, head of the Party of Regions faction in Parliament Oleksandr Yefremov said that the opposition does not have enough votes for the constitutional act.
