The Law on amnesty of participants in mass rallies comes into force on the next day after its publication, however, it becomes valid on the next day after publication of a message about participants of mass protests committing such actions on the official web-site of the Prosecutor General’s Office of the Prosecutor General of Ukraine. 

This is stipulated in the law №4021-3 by MP of the Party of regions, representative of President in the Parliament Yuri Miroshnichenko, published on the Parliament’s web site. Set of actions that should be announced by the Prosecutor General are the following:
 
vacation of all occupied buildings or premises of state authorities or local self-government authorities in Kyiv and other residential areas of Ukraine during the protests, as well as admission of people working there to their working places, and eliminating other obstacles for a proper functioning of the abovementioned objects;

unblocking transport communications on Hrushevskoho street in Kyiv by participants of mass protests;

unblocking other streets, squares, alleys, boulevards, etc. in Kyiv or other residential areas of Ukraine, apart from those where peaceful assemblies are conducted.  

According to the Law, the respective message may be made by a Prosecutor General’s Office only if participants of mass protests commit such actions in a 15-day period starting on the next day of this law coming into force.
