Automatic distribution of permits for international road transportation introduced late last year was highly appreciated by the hauler community. However, at a certain stage, insinuations arose that called for fraud prevention measures, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
According to the Ministry of Infrastructure, the permit distribution system is fully automatic and requires no intermediaries. It is designed to establish control over the shady haulers, and to avoid factitious shortage of permits. We remind that before the automatic permit distribution system was in place, the truck queues at the border were critical. At the moment the situation is under control.
The automated system allows to share information with the Customs authorities, and lets check whether the permit was used by the hauler earlier. Therefore, the Ministry of Infrastructure is able to track any vehicle and any permit, as well as the itinerary.
Experts remind that at the end of 2013 the Ministry of Infrastructure of Ukraine launched the automatic distribution of ECMT permit contingent (European Conference of Ministers of Transport) and one-time permits of the limited annual quota for international road transport in 2014.
The software standardizes and records information by the following parameters of transport operators: number of vehicles, number of officially completed trips, occurrence of violations of transport legislation, etc. Information about carriers is used according to the system “Centralized accounting of permits,” which has been in operation since April 1, 2013.
