The Procedure for Unified State System of Civil Protection was adopted at the Cabinet’s meeting on Jan. 9, 2013. The improved system of civil protection will respond to the situations complicated by bigger challenges of the man-made environment and natural disasters, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
As the new Civil Defense Code of Ukraine entered into force, the government adopted a new Procedure for Unified State System of Civil Protection. The system introduced by the document will replace the outdated Soviet civil defense system. It is designed primarily to anticipate the situations that may lead to deterioration of the living conditions, health or endanger the life of the population. To that end, a system of monitoring, analysis and forecasting is established.
“The Unified State System of Civil Protection will first of all improve the efficiency of protection of people and territories from natural disasters and man-made emergencies, and also provide clear coordination of the agencies involved during emergencies, central and local authorities, rescuers, utilities, businesses and volunteers — and to create opportunities for prompt community notification,” Deputy Prime Minister Oleksandr Vilkul said in a speech. Vilkul is also the Chairman of the State Committee on technogenic and ecological safety and emergencies.
The Unified State System of Civil Protection adopted by the government is based on the best international practices and technologies of responding to man-made and natural disasters. In addition, that system will include the time-proven achievements of the Soviet civil defense system.
