Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak proposes to make amendments to the Law "On elimination of negative impacts and prevention of prosecution and punishment regarding events during peaceful assemblies," he said in a letter to the leaders of the parliamentary factions, the press office of the Verkhovna Rada reports.

"Judicial practice has shown that this law can not be effectively used within ten days from the date of entry into force - namely, till January 4, 2014, because it has no analogues in the legislative practice and goes beyond the legal framework of our country," Rybak noted.

According to him, the situation is complicated, as most of the provisions of the law are non-specific. "Persons are not named, there is no list of criminal and administrative offenses for which persons are exempt from liability," the speaker explained.

"The law has to enter into force after its publication and be executed within a month," the chairman of the parliament said.
