The Cabinet approved the draft Law "On amending certain legislative acts of Ukraine", which is being prepared for submittal to Verkhovna Rada for review, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.

The bill was developed in order to regulate the process of meeting the norms of Law of Ukraine "On counteractions to spread of diseases caused by human immunodeficiency virus (HIV), as well as on legal and social protection of people with HIV" (No 2861-VI, Dec. 23, 2010).

The bill clarifies some provisions related to terms and procedure for testing for HIV infection, medical aid to HIV-infected, their registration, accounting, medical supervision, and testing. Provisions of the document improve the mechanism of HIV testing for children under 14 years old and persons recognized legally incapable by the law. Adoption of the document will ensure a standardized terminology in line with other legislative acts of Ukraine.

According to State Institution "Ukrainian Center for Control of Socially Hazardous Diseases of Ministry of Health of Ukraine," 234,000 HIV-positive, 62,000 AIDS patients, and 30,500 deceased from AIDS-related illnesses were registered among citizens of Ukraine in 1987-2013.

In 2012, for the first time during monitoring of HIV epidemic in Ukraine, there was a 1.6% decrease in registration of new HIV infection cases, while in 2013, the number of new HIV cases fell by 2%.
According to State Service of Ukraine on Counteractions to HIV Infection/AIDS and Other Socially Hazardous Diseases, on the first half of 2013, the death rate from AIDS-related diseases fell by 12%.

These results were possible due to strict control of epidemic situation and implementation of strategy for extended access of infected Ukrainians to treatment facilities. Experience of Ukraine in AIDS control was highly appreciated by the United Nations Organization (UNO).
