Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak opened the morning sitting.
As ForUm correspondent reports, Rybak opened the sitting not staying in the presidium, but from the session hall.
"Blocking will do no good for our constituents, so I instruct the committees to prepare together with the Government the draft budget for 2014," he said.
The speaker also noted that the draft budget will be considered under abbreviated procedure.
258 MPs are registered in the session hall.
Thereafter, Rybak closed the meeting.
