The government approved a draft Law of Ukraine "On right of local communities for association," developed by the Ministry of Regional Development, Construction, and Housing-Communal Services in support of the National Action Plan 2013, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

According to Minister Gennady Temnik, implementation of the bill will help form self-sufficient local communities, as well as improve the quality of administrative and social services for their residents.
Experts say the current legislation does not define a clear procedure for association of local communities. Therefore, the bill aims to create a new mechanism for establishment of new communities (including the voluntary association of the existing ones), to form a functioning local government and enhance the role of communities in solving the local issues.

Introduction of the law shall help better meet the needs of citizens, provide prompt and high-quality social and administrative services, and improve conditions for sustainable development of relevant territories. Also, adoption of the law will ensure more efficient use of budget resources and create conditions for further improvement of local government system.

To achieve the established goals, the bill envisions creation of basic conditions for association of local communities: procedure of their initiation and registration, as well as activities of local government in an associated local community. The document also regulates the issues of succession, management of communal property, budget formation, and forms of state support to communities.
