Ukraine's president has included an objective to significantly increase funding for maintenance and construction of local roads in the draft budget 2014. The announcement was made by Prime Minister Mykola Azarov at the government meeting.
Azarov said: ”The president rightly drew attention to the extremely poor condition of the road surface. To be honest, almost 90% of the roads can not withstand loads, and often overloads, of modern super-heavy trucks, which leads to destruction of both their surface, and even foundation", the Information-Analytical Bulletin of the cabinet of Ministers of Ukraine reports.
Government analysts say that in order to implement this priority, measures are taken to ensure resources and organizational support.
In particular, it is necessary to significantly increase the amount of funding for maintenance and construction of local roads in 2014.
Experts note that for many Ukrainians it is more important to have good roads in towns, than good highways elsewhere, so the priority should be given to reconstruction of local roads. The reorganization of the State Joint Stock Company Ukravtodor will facilitate the implementation of these plans.
The Cabinet approved the state target economic program for road development in the next five years. According to the document, the program aims to ensure efficient operation and development of the road network, construction and reconstruction of 1,500 km of roads, repair of over 24,000 kilometers of roads.
Thus, from 2013 to 2018 investment is envisioned for these purposes in the amount of about 214 billion UAH, including the state budget funds - 133.582 billion UAH, other sources - 80.452 billion UAH, including funds from international financial organizations - 18.092 billion UAH, loan funds - 42.36 billion UAH, investors' funds - 20 billion UAH.
