Financing of local self-government will be optimized

The Cabinet approved a resolution on redistribution of expenditure of regional state administrations, as well as the Sevastopol City State Administration, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

The need for change was initiated by the government’s optimization of  the structure of local administrations in May 2013. As a result, some functions have been shifted under the jurisdiction of the subject ministries. Then, the issue arose with redistribution of funds which were previously used to support the eliminated units, and were allocated back in January.

Also new structures have been created in the agencies. In particular, they are subdivisions of ecology and natural resources which will be maintained with the released funds. All this was necessitated by the Concept of reforming local government launched by Prime Minister Mykola Azarov.

Thus, the finances will be redistributed between the departments of institutions using previously allocated funds and without additional expenses for the state budget. In particular, the total amount of the financing for the maintenance of regional administrations and Sevastopol city state administration is 827.724 million UAH.

According to Azarov, Ukraine needs a reform of the local government. They must be strong and authoritative, in order to be able to cope with the tasks assigned to them.
