The government approved the Resolution "On approval of criteria for establishment of state fire-rescue units of Operative Rescue Service of Civil Protection in the administrative-territorial units and list of business entities, where such units may be established", the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
The purpose of the measure is to improve governance in the field of fire safety, protection of population and territories from natural and man-made emergencies.
State fire rescue units will be formed based on the number of inhabitants of the area, the service radius, area of responsibility of the unit, and the response requirements. These criteria will help determine the location of the fire station to maximize performance of the fire brigade rescuers.
The document also specifies the list of business entities which can establish civilian rescue troops. In particular, the list includes enterprises that have strategic importance for the economy and national security, as well as those associated with high technological risk and fire hazard.
Experts say that implementation of the decree will improve coordination and performance of rescue operations, accelerate timely response to fires and emergencies.
For the record, the Operative Rescue Service of Civil Protection is a special paramilitary unit which is charged with protecting the population and territories from emergency situations of technogenic, natural and military origin, participation in the activities of territorial defense, as well as international rescue and other humanitarian operations. This unit is subordinated to the State Emergency Service of Ukraine.
