The government has amended the list of documents to be submitted by business entities in the oil and gas industry, along with the license application, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

Experts from the National Energy Regulatory Commission (NERC) say the proposed changes will help simplify the procedure for provision of administrative services.

At the moment, business entities in the oil and gas industry which are applying for a license for certain types of activity in this area, must provide to NERC a large package of documents attesting to their ability to perform the licensed activity, along with an application for a license.

Due to the changes, the list of documents to be submitted will be optimized for activities related to the transportation of oil and petroleum products through pipelines, transportation of natural, petroleum gas and natural gas (methane) of coal deposits through pipelines and their distribution. Also, the list of required documents for activities associated with saving of natural gas and coal deposits gas (methane) in amounts that exceed the level set by the license has been also revised.

At the same time, in addition to canceling a number of documents to be submitted along with the application for a license, it is assumed that the businesses in the oil and gas industry will have to submit a calculation of tariffs for transportation of oil, petroleum products and natural gas through pipelines. According to experts, these calculations are used by NERC in setting tariffs for monopoly activities.
