The National Bank of Ukraine wants the National system of mass electronic payments (NSMEP) to become modern and effective pay environment, director of the General department of information technologies and payment systems Natalia Syniavska told a press conference, ForUm's correspondent reports.

"On September 30 we launched the Central router of the system, which now meets modern international technological standards. It is a remarkable event. The economic security of the country will be now insured by the independent development policy of card operations," the official said and added that NSMEP might take 40-50% of Ukraine's market of card payments in the future.  
 
She specified that banks-participants of the pilot project, which have already been connected to the Central router, included "Oshchadbank", "Ukrexsimbank", "Ukrgazbank", "Deltabank", "Kreshchyatyk" and "Imexbank". "Services of the Central router and clearing house of the NSMEP will be available for all participants of the systems. Moreover, banks will be able to issue their own NSMEP cards, as they do now with cards of other payment systems," Syniavska said.

Participating in the NSMEP, apart from additional payment instruments, banks will get a possibility to reduce costs for maintenance of domestic card operations, considering that now payments go through foreign processing centers. "The NSMEP follows clear and transparent tariff policy, thus it enables banks and clients to improve security of operations and minimize risks of frauds. The new system can be used for realization of state projects, including in the spheres of social protection, education, healthcare," she pointed out.

According to the official, the expenses for modernization made less than 50 million euros. "At the first stages of the project Visa opposed the routing of clearing within the country and said it would cost us about 500 million euros. I can assure we have spent way less, not even a tenth part of the announced sum," she said.

At the same time Syniavska explained that the matter concerns only domestic operations: the new system will not be applied to Visa MasterCard operations. "The NSMEP routes only Ukrainian domestic transactions," she said and added that the use of national card technologies will enable to increase the share of non-cash payments, which as of today makes 16.7%.
