Ukraine's Cabinet of Ministers on Nov. 13, 2013 approved the National Program of HIV/AIDS counteraction in Ukraine for 2014-2018. The purpose of the new National program is to enhance the most effective measures and gains of the previous five-year program, taking into account the leading international experience and expert recommendations of the UN, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

Government analysts note that the approved plan will ensure the most efficient use of available resources, so that Ukraine could serve a successful example of HIV/AIDS control and prevention for Eastern Europe and former Soviet Union countries.

The document envisions 7.56 billion UAH funding. By the end of 2018, 5.6 billion UAH will be spent from the state budget for HIV/AIDS prevention. Additional funding includes 460 million UAH from local budgets, and 1.5 billion UAH from the Global AIDS Counteraction Fund.

Future program innovations include pilot implementation of effective forms of medical aid to HIV/AIDS carriers. Gender approach to arrangement and delivery of health services will be utilized for the first time. In addition, a number of innovative measures on prevention and treatment of the disease will be implemented. 
They include support of domestic medical-biological developments of antiretroviral and substitution drugs, as well as access of HIV-infected to auxiliary reproductive technologies.

Government analysts say by the end of 2018 some 140,000 patients will be covered by treatment. Besides, the Program includes significant increase in number of HIV testing offices and centers, which will provide the medical and social support, online consulting, and personal protective equipment.
