Ukraine's Cabinet of Ministers on Nov. 13, 2013 the passed the Resolution "On amending the Cabinet of Ministers’ resolution No 219 dated March 20, 2013." This measure increases funding for local road repair. The measure approves funding of routine and major repair for local roads  up to 1.336 billion UAH. Repair of national roads will be funded by the government in the amount of 5.638 billion UAH during 2013, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

Experts say the resolution was approved after a review of actual pace of construction and opportunities for contractors, as well as according to instructions of the government and requests from regional state administrations. Analysts note that repair of Ukrainian roads is actually performed under high-density coating technology. The technology was used for the first time about 10 years ago during construction of the Kyiv-Boryspil highway, which has required repairs just once since then. 

Construction and repair of roads using modern methods is envisioned by the Concept of Developing the Road Sector in Ukraine for 2013-2018 adopted by the Cabinet on Sept. 3, 2013. The State Program on Development of Public Roads for 2013-2018 includes allocation of 214.034 billion UAH for upgrading Ukraine's roads. The state budget will invest 133.582 billion UAH and other 80.452 billion UAH raised from other sources, including funds from international financial institutions – 18.092 billion UAH, credit funds – 42.360 billion UAH, and investors' funds – 20 billion UAH.

Experts say putting Ukraine's roads into shape requires 500 billion UAH. Based on this amount, the Concept includes the introduction of modern road-building technology, establishment of efficient management in the sector and raising of investments through public-private partnership.

According to government analysts, with sufficient funding, repair of the major Ukrainian roads using new technology can be accomplished in 10 years.
