Ukraine has met all technical requirements for signing the EU Association Agreement, which is expected at the summit of "Eastern Partnership" initiative on November 28-29, 2013, in Vilnius.
Prime Minister Mykola says the this event will have a positive effect on strategic prospects for Ukraine, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

However, he said that it is necessary to solve "Issue No 1" – restoration of effective and mutually beneficial cooperation with Russia – is the key to stabilizing the national economy.

"This isn't an issue that can be put on the back burner until better times. We are talking about the Russian market for our products," Azarov said. 

Russia has erected barriers for Ukrainian goods through the introduction of protective duties, whose number, according to terms of accession to the World Trade Organization (WTO), are now nearly double those of Ukrainian duties.  Azarov said use of WTO mediation in this case may not be positive for the Ukrainian economy.
A solution of this problem will be promoted during a meeting of CIS presidents to be held in St. Petersburg, Russia on Nov. 20, 2013. Normalization of trade-economic relations and implementation of the Free Trade Zone Agreement (FTZ) between the CIS states will be the main topics of the event.

Ukraine will become CIS Chairman from January 1, 2014. In the near future, the Cabinet will have to define steps the Ukrainian government will take in framework of the association, which, Azarov said will become "a generator of economic growth" for all member countries.
