On Oct. 29, 2013, Vladimir Seminozhenko, Chairman of State Agency on Science, Innovations, and Informatization of Ukraine, awarded the winners of the First National Contest of implemented projects in the field of electronic management at regional level, the Information-Analytical Bulletin of the Cabinet of Ministers informs.

The goal of the contest was to define and spread the best practices of local government bodies and executive authorities in the field of IT technology at the regional level, aimed to improve management efficiency, extend electronic services for public and business, and develop electronic democracy and civil society in Ukraine.
In total, 45 projects were submitted in the following categories: "Electronic Democracy," "Electronic Management Tools of Territorial Community" and "Electronic Services." The jury consisted of scientists, international experts, representatives of governmental and non-governmental organizations.

The Dnipropetrovsk Regional State Administration and their "Virtual Office" project took top honors in the "Electronic Services" category.  

Unlike competing entrants, the Dnipropetrovsk project adopted a systematic approach. The experts note that Dnipropetrovsk is the first area of Ukraine to  introduce an electronic management system across the region. This indicates a high level of management culture and strategic thinking of regional authorities. Indeed, in the 21st century, use of IT tools for improvement of management efficiency is a necessary condition for economic success and prosperity.

The Dnipropetrovsk project "Virtual Office" offers a single point of access for citizens and businesses to administrative services and permits provided in the region via online resources and information sensor kiosks. They are installed at each city executive committee and district administrations and have the feedback to officials.
These technologies help citizens to avoid the burden of collecting documents in various government offices and agencies.

Daily monitoring of data centers ensures an opportunity of dynamic response to "challenges" and timely decision-making. It enabled the 10-fold reduction of violations in timely issue of permits to business entities.

Successful implementation of electronic management project in Dnipropetrovsk region will become a launch pad of entire Ukraine for introduction of digital technologies. This will ensure the availability of any service and information to our citizens and businesses, remove the barriers between them and the government, and will become a powerful obstacle to corruption and incentive for rapid socio-economic development, which will improve the quality of life for every Ukrainian resident.
