Traffic police access State Executive Service data

The State Executive Service of Ukraine is finalizing introduction of electronic data exchange with the State Traffic Inspectorate of the Ministry of Internal Affairs of Ukraine, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

"Introduction of electronic data exchange with the traffic police is at the final stage. Hopefully, given the time, it would take to establish the National Automated Information System at Department of State Traffic Inspectorate, by the end of 2013, we will reach a new format of relations that will improve our cooperation", said Igor Mironyuk, First Deputy Chairman of State Executive Service of Ukraine.

Experts say electronic data exchange between the government executives and the State Traffic Inspectorate is being arranged pursuant to joint order of Ministry of Justice and Ministry of Internal Affairs of Ukraine No 1480/5/868 dated October 8, 2012.

It is planned that electronic system of data exchange between the departments will improve the work of state executives and provide new opportunities for traffic police. Soon, traffic police inspectors will have access to Unified Register of Powers of Attorney and will be able to check the validity of documents issued for possession of vehicles.

In turn, public and private notaries will have access to National Automated Information System of Department of State Traffic Inspectorate (hereinafter, NAIS DSTI) in terms of information about missing vehicles.

Database exchange between the State Executive Service and traffic police will help the police to get information from Unified State Register of Enforcement Proceedings on arrested, missing, removed from arrest, and other vehicles.

These and other actions of various executive agencies are taking place in the framework of Concept for Development of Electronic Management in Ukraine 2015, which was approved by Cabinet of Ministers at the meeting on December 13, 2010.

"Our task by the end of this year is to completely abandon paper documents in all executive bodies. At least, Secretariat of Cabinet of Ministers surely will not use paper to prepare the necessary decisions", said Vladimir Seminozhenko, Head of State Agency for Science, Innovations, and Informatization of Ukraine.

According to him, the Electronic Interaction System of State Executive Bodies (EIS SEB) will be commissioned late in 2013, which means complete transition of executive bodies to electronic documentation. In addition, during this year, the system will connect all regional state administrations and start connection of local executive bodies.
