Ukraine s Cabinet of Ministers has supported introduction of 30% gender quotas in the electoral lists of political parties running for the Verkhovna Rada and local councils, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

The provision is included in legislation drafted by the Ministry of Social Policy and approved by the government. It will next be submitted for approval to parliament. The measure was developed in response to the State program for equal rights and opportunities of women and men 2016. 

"The purpose of the bill is to overcome a number of gender issues. Among them: low representation of women in senior positions in the executive and legislative branches, wage gap between Ukrainian men and women and low level of economic activity of women and their poor representation in the business leadership," Minister of Social Policy of Ukraine Nataliya Korolevska said. 

The Ministry of Social Policy says the initiative of the department is comprehensive and aims to ensure equal rights and opportunities for women and men, in politics, as well as in business and employment by supporting the less-represented sex. That is, the appointment to a position subject to the same qualifications will give preference to women in order to build the career and develop professional capacity. 

Improvement of gender legislation is extremely important in the context of implementation of the European approach to resolving problems of equality of rights and opportunities for women and men in Ukraine. 

As a result of Ukraine s accelerated European integration, the need arose to rethink the place and role of women in society and their equal participation in all spheres of life. 

The world experience shows that there are two basic approaches to ensure gender balance in government. These approaches are complementary. 

The first is aimed to overcome the premises causing a gender imbalance, and is designed for the long term. It is a system of supporting actions for women’s initiatives to nominate their candidates for leadership positions, providing them with special courses, seminars and conferences, establishment of trust funds to finance their election campaigns, travel and childcare. 

The second approach may be highly efficient immediately after its introduction. This is gender-based rating, which applies to both sexes. It is ensured by quotas at the level of national legislation. 

Experts say the best results in addressing gender issues can be achieved through the integrated use of both approaches.
