Ukraine’s Cabinet of Ministers on Oct. 17, 2013 approved the draft Law «On amending certain laws due to adoption of law of Ukraine ‘On administrative services.» The measure was developed by the State Committee for Television and Radio Broadcasting, the Information-analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

If the bill is adopted by Verkhovna Rada, domestic publishers and distributors who prepare, issue and distribute products in the national language (Ukrainian) will have a preferential right to rent state and communal property without tendering.

Draft amendments to Law «On renting state and municipal property» lower the bar for book distribution companies, which can qualify to rent state and municipal property (without tendering). In the current revision of the law, they are required to distribute at least 50% of books in the national language in order to be entitled to benefits. This criterion could not be met by all booksellers.

Government analysts say amendments to the law suggest granting the right for rent of state and municipal property without tendering to book selling companies annually distributing over 1,000 copies of books in the national language. This will increase the number of book distribution companies, which can qualify for the right to rent the state and municipal property without tendering.

As of September 30, 2013, editions of books were up 38.3%, year-on-year. In the first nine months of 2013 (46.3 million books with 23.6 million in Ukrainian and 20.1 million in Russian.
