Citizen of Ukraine Oleksiy Lisovenko, who had attacked the vice-consul of the Russian Federation in Panama, was charged with attempted murder, spokesman of the Foreign Ministry of Ukraine Yevhen Perebyinis said.
According to Perebyinis, after medical experts of the prosecutor’s office had conducted psychiatric examination, it was decided on a more detailed analysis of the mental state of a Ukrainian. Thus, he was transferred to a specialized psychiatric hospital in Panama on October 15.
Foreign Ministry spokesman said that after a detailed examination, the court will decide on his capacity, and whether any legal proceedings can be applied to him.
In addition, Perebyinis reported that, according to the Russian diplomats, vice-consul of the Russian Federation Yevhen Manilov underwent surgery in Panama hospital and now his condition is improving.
