The Ukrainian Government has begun reforming state control over food safety to ensure Ukrainians’ access to safe and high-quality products.
To this end the Ministry of Agrarian Policy and Food of Ukraine has prepared a bill «On amendments to certain legislative acts of Ukraine concerning food safety.» The measure addresses the current shortfalls in the field of state control over product quality, Information-analytical Bulletin of the Cabinet of Ministers of Ukraine says.
Experts say the main problem in functioning of the national food control system is presence of several government bodies with similar powers in the same area, which actually duplicate each other. Another important aspect is the absence of real market players’ responsibility for violation of legal norms and requirements in this area, which also calls for urgent actions.
The bill envisions amending 13 legislative acts: in particular, Administrative Code, Criminal Code, Commercial Code of Ukraine, Customs Code, and Laws of Ukraine «On safety and quality of food,» «On baby food,» «On protection of consumer rights,» «On withdrawal, recycling, disposal, destruction or further use of substandard and unsafe products», «On veterinary medicine,» etc.
Experts from Ministry of Agrarian Policy say the new amendments envision increased responsibility of food producers for legal violations. Their adoption will ensure a high level of protection of human health and consumers’ rights.
According to government analysts, primary responsibility for arrangement and implementation of state control in the field of food safety is to be assigned to State Veterinary and Phyto-Sanitary Service. The Ministry of Health of Ukraine will keep exercising its functions on setting an adequate protection of human health, food safety indicators, hygienic safeguards, etc. Food quality control at public catering facilities, as well as control over observing the consumers rights, will be implemented by individual central executive bodies.
