Ukraine has climbed up a rung in development according to a report by the Information and Communication Technologies (ICT). The brief, titled «Measuring of Information Society,» was issued by UN International Telecommunication Union (ITU) and ranks Ukraine 68th by development out of 157 countries.

«This year, our country improved its ranking by one notch. Of course, our goal is to become a leader by all criteria, and there is a lot of work going on in this regard,» said Volodymyr Seminozhenko, Chairman of State Agency for Science, Innovations, and Informatization of Ukraine.

«The important thing is that our Government, Parliament, and experts demonstrate a full understanding of the need for legislative changes, in order to create favorable conditions for development of national IT sector,» the Information-analytical Bulletin of the Cabinet of Ministers of Ukraine says.

Despite the external insignificance of ranking improvement, Ukraine leads such dynamically developing states as Turkey (69), Georgia (71), and even China (78). And, as long as the study measures the development rate of our country, it is important that independent experts state that information and computer technologies in Ukraine are developing faster than in many emerging economies.

Experts say that development of information society and communication technologies falls is a strategic issue for the president and government.

The Cabinet recently adopted a number of important resolutions affecting the development of ICT and — to simplify business — tax reduction. Experts say that since Jan. 1, 2013, IT services have been exempted from Value Added Tax (VAT was 20%). Since the start of 2013, the income tax rate for companies involved in IT sector decreased from 21% to 5%.

Experts say the measures will further strengthen Ukraine’s position in the ranking of information and communication technologies.
