Head of the Verkhovna Rada Volodymyr Rybak refused to vote for the draft law "On state probation service," he said during the morning session of the Parliament, ForUm correspondent reports.
"There are only 170 deputies in the session hall. There will be no voting. You see that there is no discipline. We'll deal with the heads of the factions on this issue," Rybak said, promising that the MPs will return to this bill after clarification of this situation.
