Targeted approach to social allowances provision implemented in Ukraine

In 2013-2014, a pilot project of creating a single information space of the social sphere will be conducted in Kyiv and Vinnytsia regions, first vice Prime Minister Serhiy Arbuzov said.

"The decision of the Cabinet of Ministers provides for the experiment to create a single information space of the social sphere and the introduction of a national card based on the National Bank of Ukraine technology in 2013-2014 in Kyiv and Vinnytsia regions. At the end of the experiment, this practice will be applied throughout the country, which will allow us to move to the targeting of benefits and allowances, as well as improve the quality of services," press office of first vice PM informs.

Arbuzov explained that introduction of a targeted approach to providing incentives, subsidies and financial assistance needs creating a modern information-analytical system to provide automation of this process taking into account the information about income and property status of citizens. Now these data, he said, are taken into account in the various government agencies.

Thus, according to the first vice Prime Minister, the introduction of the single information space of the social sphere will increase state control over the targeted use of budgetary funds for social purposes, as well as increase efficiency and quality of social services for citizens in government and commercial organizations.
