The Ukrainian traffic police believe that the law on liability for traffic rules violation must contain the Soviet-time provision for re-examination and re-obtaining of a driver license by introducing a system of accumulation of demerit points of drivers.
This was stated by head of the Traffic Police Road Safety Center of the Interior Ministry of Ukraine Serhiy Budnik.
According to him, new traffic rules adopted in 2008 provide for examination to renew the driver license only in case of to creation of an emergency and driving while intoxicated.
"There was a request to prepare a law on accumulation of demerit points. Such a bill had been worked out and submitted to the Verkhovna Rada, but unfortunately, for some reason it was rejected by MPs. Today we have a situation that drivers violate traffic rules hundreds of times, pay fines and do not bear any responsibility. Therefore the question of the introduction of demerit points requires a solution - for a person to feel responsibility," Budnik told a round table
