The unemployment rate in Ukraine in the first quarter of 2013 amounted to 8%, director of the Association of HR Professionals HR Forum Andriy Nikolov told a press conference, ForUm correspondent reports.

"The unemployment rate in Ukraine in the first quarter of this year was 8%, while that of the EU was 11.4%," he stressed. Despite such a great figure from the EU, 11.4% is the average European level.
In his opinion, formation of unemployment is predetermined by three factors: business, education and government. "Business is focused on legalization of employment and cooperation with education. However, a business can be criticized for short-term strategies.

Education is aimed at the gradual reform of the sector and new forms of cooperation with the business. Meanwhile, inertia and the lag on the needs of the market alienates it from the labor market," he said.

As for the government represented by the Social Policy Ministry and the State Service for Employment, the positive trends are as follows: implementation of the employment law (retraining of specialists over 45 years old), promoting legalization of jobs (unified social tax compensation), promotion of self-employment. Among the disadvantages, the expert highlighted the need to improve the service and the deepening of cooperation with the business.

Speaking of long-term forecasts for the unemployment rate in Ukraine, he said that if the economy of the country and neighboring countries does not deteriorate in 5-8 years, Ukraine will not face critical unemployment rate.
