State higher educational institutions, which are not popular among applicants, will be deprived of state order, and their heads will be left without employment contracts, education and science minister Dmytro Tabachnyk told a press conference, ForUm correspondent reports.
A complete list of universities that have not received any applications will be made public on July 30.
