Consultations between leaders of the Sub-Commission on the presence of the Russian Black Sea Fleet in Ukraine, the first deputy foreign minister of Ukraine Ruslan Demchenko and state secretary, deputy foreign minister of the Russian Federation Grigory Karasin, were held on July 28, 2013 on the Navy Day of Ukraine and the Day of Russian Navy in Sevastopol. 

According to the Foreign Ministry of Ukraine report, the special focus of the talks was paid to the socio-economic development of Sevastopol and other settlements, in which the units of the Black Sea Fleet are stationed.

In the context of other issues on the bilateral agenda there were discussed preparations for the joint celebration of the 200th anniversary of Taras Shevchenko birthday in 2014. Both sides also exchanged views on some international and regional issues, including in the context of the implementation of the priorities of Ukraine's presidency in the OSCE in 2013.
