The system of state regulation of land relations during the land reforms in Ukraine was not very effective, chief legal advisor to the project USAID "Agroinvestbank" Pavlo Kulynych told a round table, ForUm correspondent reports.

According to the lawyer, the main emphasis was placed on privatization of lands, their division into sections and granting the right of private ownership of these areas to agricultural producers "General social and economic priorities of society were not taken into account. In this context, the State Land Bank is offered as a formation aimed to ensure these priorities and interests through regulation of the land market and promotion of its development in a certain direction," Kulynych said.

In addition, he continued that the State Land Bank has to find mechanism of influence on the development of agricultural enterprises.
