The effective implementation of the President’s reforms depends on well coordinated work of central and local government. This was stated by chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak, speaking to representatives of local authorities and local self-government of the Autonomous Republic of Crimea in Simferopol on Thursday, ForUm learned from the Parliament’s press office.

He noted that a prerequisite for the achievement of high standards of living and the implementation of reforms is a fundamental renewal and modernization of Ukraine. Rybak stressed that the central and local is to identify existing problems, to find ways to address them together with the public. "That is why local authorities need to see a clear and true picture of the economic situation in the region, its investment potential, the strategic priorities of regional development," speaker noted.

Rybak considers that effective decentralization of management and of financial system should take place in Ukraine. Fiscal federalism should be introduced. "I am convinced that 60 percent of funds should remain in the regions, where the national wealth is created and the future of Ukraine is built, including in the Autonomous Republic of Crimea," Rybak concluded.
