Yanukovych instructs strengthen powers of local executive authorities

President of Ukraine Viktor Yanukovych signed the decree on measures to ensure implementation of executive power by local state administrations, ForUm learned from the President’s press office.

"By signing this document, the Head of State demonstrates a consistent and systematic position regarding the decision on strengthening the role of local authorities providing them with adequate resources and authority to perform their duties," the statement reads.

According to the decree, the President instructs the Cabinet of Ministers to prepare and submit within three months the bill on amendments to certain laws. The document should include, in particular, the definition of the mechanism of transfer of powers of the executive authorities of a higher level to local state administrations.

Ministers and other heads of central bodies of executive power are instructed to approve the work plans of territorial authorities and territorial departments with the prior written consent of the governors of the local state administrations; to ensure the fulfillment of orders of the heads of local state administrations.

Decree on measures to ensure implementation of executive power by local state administrations is the next step in settling the interaction between the central and regional authorities.

Strengthening the role of local administrations, President warns chairmen of personal responsibility for ensuring the proper exercise of powers by local state administrations of the executive power in the regions and districts, cities of Kyiv and Sevastopol.
