
The Constitutional Court of Ukraine recognized transfer to the Accounts Chamber of the right to control the revenues of the state budget as constitutional.
The corresponding decision was adopted on May 21, but announced on May 23.
According to the court, the bill, which proposes to amend Article 98 of the Constitution and instruct the Accounts Chamber on behalf of Parliament to monitor the flow of funds and their use in the state budget, is not contrary to Articles 157 and 158 of the Constitution, and hence is completely legal.
In addition, the reasoning part of the ruling indicates that expanding the constitutional powers of the Accounting Chamber in no way restricts the rights and freedoms of a man and a citizen, and is not intended to eliminate independence or the territorial integrity of Ukraine.
