Prime Minister of Ukraine Mykola Azarov charged the Infrastructure Ministry and the Justice Ministry to urgently develop a regulatory framework of modern norms of operation of highways and liability of carriers, and together with the Interior Ministry to organize a system for monitoring and traffic control in accordance with the road conditions.

As the Cabinet’s press service informs, the Prime Minister gave corresponding order today at the Cabinet’s sitting.

"I insist that year 2013 should be a turning point in the careful operation of roads. Temperature range should be a law: there should be no road-train until topping is cooled down. If a truck is overloaded, it goes to parking and is unloaded according to standard. And so on. We should work out a regulatory framework, which would clearly define the rate of exploitation of roads and the liability of carriers. We should legalize and introduce weight control. Organize a round the clock monitoring and regulation of vehicular traffic, depending on weather and road conditions. Provide at least the minimum required sanitary conditions for drivers," Azarov said, noting that such activities need money, time and organizational effort, but it is the only practical way to save the Ukrainian roads.

According to him, for twenty years, no one has paid due attention to the proper use of roads, and the load on the transit highway has grown tenfold. "As a result, our roads are operated free of charge and in barbaric way," he said.

He also said that on May 20 there was registered a record of exceeding the load on the road: truck weighing nearly 72 tons.

"We will not allow destroying our roads brazenly. Under such circumstances, we are to introduce severe restrictions on movement of heavy trucks, when there is a risk to topping," Azarov summed up.
