Ukraine needs to improve the system of environmental monitoring and regulation in the sector of waste management, President of Ukraine Viktor Yanukovych said, opening the meeting of the National Security and Defense Council of Ukraine, ForUm correspondent reports.

"Everyone has the right to live in clean environment without emissions, landfills, contamination. Environmental problems, which accumulate gradually, are a time bomb. If we do not think about prevention today, in future we will have to spend much more on elimination of negative trends," he said.

According to him, the establishment of a comprehensive monitoring system will solve the environmental problem. "It should be a powerful tool for environmental assessment and decision-making of adequate response," Yanukovych said.

He recalled that the establishment of such a system of monitoring is defined by the strategy of national security of Ukraine and by the law on the principles of the state environmental policy up to 2020 and the National Plan of Action for the Environment Protection for 2011-2015.

"We also need to significantly increase the effectiveness of state regulation in the field of waste management. At present, the reform pace and the implementation of state policy in this field is unbalanced and infrastructure for waste management has the narrowest level of development and, as a consequence, in Ukraine there is rapid and uncontrolled aggregation of quantities of industrial and domestic waste. This adversely affects the environment and threaten the health of the citizens," he said.

According to him, it is necessary to create a system of environmentally-sound waste management to solve this problem.
