Ukrainian President Viktor Yanukovych insists on that the reform of local self-government should be based on the principle of decentralization of power, the consolidation of resource support and strategic planning of local communities’ development.

This was announced today in Dnepropetrovsk by regional development, construction, housing and communal services minister of Ukraine Hennady Temnyk during the public discussion of the draft concept of reforming local self-government and territorial organization of the government, the Ministry’s press service informs.

"The reform should contribute of provision of quality and affordable public services, strengthen democratic institutions, protect the interests of citizens in all spheres of life," Temnyk said.

According to him, during 2011-2012, the Ministry received a lot of requests from local authorities and Ukrainian associations of local governments with proposals to improve local government through decentralization and deconcentration of power.

"Particularly noteworthy are proposals of the Association of Ukrainian Cities, the Association of District and Regional Councils, the Vinnytsia Regional Council. They are embodied in the draft concept of reform of local self-government," Temnyk noted.

He informed that on the initiative of local authorities and pursuant to the instructions of the President of Ukraine on the results of the international municipal hearings "Development of good governance at the local and regional levels," the government established a working group on improving the territorial organization and local authorities. Working group prepared the draft unified concept. It was submitted for a broad public discussion only after the finalization of the document by the Coordination Council for the Development of Civil Society under the President of Ukraine with the participation of Russian and European experts, representatives of local governments and their associations, academics and practitioners in the field of local government and public administration.
