President’s Administration sure local government reform to be successful

The view that local government reform is unpopular is erroneous, advisor to the President, head of the main department on constitutional and legal modernization of the Administration of the President of Ukraine Maryna Stavniychuk said during the joint session of the Kyiv City State Administration, the Regional Council of Kyiv and the Public Council under the KCSA, ForUm correspondent reports.

According to the official, political, economic and social gains of the reform are clear. "With its well-defined priorities, it can be and should be synchronized with other structural reforms," the expert explained.

The concept of "creative spaces" is closely linked to broader socio-economic categories - "creative economy", "creative class" creative industries. Modern "creative city" - is primarily a smart city and it, consequently, provides for the introduction of electronic technology to ensure the development of local democracy and sustainable urban development (interaction model of geographic information systems and document management systems as in Vinnyrsia and Dnepropetrovsk, creation of interactive Web portals of local authorities as in Kharkiv, "electronic patient card" as in Lviv, etc.)," Stavniychuk said.

According to her, the reform should take place as systemic transformation, without cuts. "Piecemeal nature of the reform, selectivity of actions, lack of will and simulation will not only reduce the efficiency of the local government, but also destroy it as a public institution. On the other hand, resistance or delay on the part of individual officers, mid-level bureaucrats may be overcome not only by a manifestation of the political will of the country's leadership, but also with the consolidated position of the support of the entire political community (both the authorities and the opposition) and organized civil society," the official said.
